Code 1654 specifically covers surface cement rock quarries operated by cement manufacturers provided that at least 75% of the stone quarried is used in the actual manufacturing of cement. The classification covers all operations to excavate the cement rock, which is a form of limestone, as argillaceous (containing clay) limestone. Code 1654 contemplates the crushing of the rock at the quarry site prior to processing at the plant. Cement stone as contemplated by this classification is rarely used in its natural state. .
