Per NCCI's Scopes Code Description:
"Code 3131 covers the manufacture of buttons or fasteners made of metal. The metal comes in coils or strips, which are run through slide, dial or coil presses. Much of the stamping is done on automatic stamping presses, although semiautomatic presses may be used. Following cutting, stamping, forming and trimming, the products are cleaned. This classification contemplates enameling, lacquering, plating and lithographing. Code 3131 is also assigned to the manufacture of other light stamped metal articles, including snaps, clasps, zippers, buckles, jewelers findings (small tools and supplies), bottle or crown caps, upholstery snaps, curtain fasteners and campaign or convention buttons."
